2009 GLFFA CONSTITUTION


I. OBJECT

To assemble a lineup of 10 football players/defenses whose head to head won/loss record, based upon the point system described below, qualify a team for the post season and win the playoffs.


II. TEAMS

The league shall consist of twelve teams.


III. ROSTER

A team's total roster shall consist of a maximum of 10 active players and five reserve players, notwithstanding the bye exception listed below for K, TE, and D/ST. Those ten are:

Kickers, defenses, and tight ends who are in bye weeks may be reserved and do not count against the 5 man reserve limit. Replacements may be acquired via standard FAAB bidding (see Rule VII) or via waivers. The following week, the bye week replacement player will automatically be waived unless the team so specifies that it wishes to keep the replacement by instead dropping the original player. Bye week replacements are NOT allowed in the event that a team is already carrying a second K, TE, or D on their reserve list.


IV. AUCTION RULES

The auction shall be held at a time agreed upon by the league owners, preferably prior to the start of the season. Each team is allocated $160 to purchase 15 players via auction. At no point during the draft or the season may a team roster consist of more than four quaterbacks, four running backs, six wide receivers, or two tight ends, kickers, defenses. Bidding begins with the previous year’s MVP, or if he is protected, by that player’s owner nominating a player of his choosing. The auction then proceeds clockwise around the room until all 12 teams have drafted 15 players.

A player need not be on a roster to be auctioned, however if he has filed retirement papers with the NFL, he shall be ineligible for acquisition.


V. POSITION ELIGIBILITY

Position eligibility shall be determined by Commissioner.com.


VI. FEES

The entry fee shall be $600 annually.


VII. PLAYER SALARIES AND THE FAAB

A player’s salary shall be one of the following:

(a) The price which was paid for him at the auction

(b) The higher of the amount his auction price, if applicable, or via the FAAB (described infra)

(c) $5 added to either of the above, if the player is a WR or TE, he was drafted via auction and his status is year 2

(d) $10 added to either of the above, if the player is a WR or TE, he was acquired via FAAB and his status is year 2

(e) $10 added to either of the above, if the player is a QB or RB, he was drafted via auction and his status is year 2

(f) $15 added to either of the above, if the player is a QB or WR, he was acquired via FAAB and his status is year 2

(g) $10 added to (c) if the player is a WR or TE with option status and was drafted via auction

(h) $15 added to (d) if the player is a WR or TE with option status and was acquired via FAAB

(i) $15 added to (e) if the player is a WR or TE with option status and was drafted via auction

(f) $25 added to (f) if the player is a QB or RB with option status and was acquired via FAAB


No player may be retained for more than three seasons. Players who are acquired as free agents with $0 bids shall have option status and may not be retained. Kickers and defenses may not be retained.

Players placed on injured reserve may be waived and may not be acquired by any team under any circumstances.

The Free Agent Acquisition Budget (FAAB): Each team shall have a $100 budget for the bidding and acquisition of free agents during the course of the season. Blind bids are entered into the league’s website, and the site automatically allocates the players to the team with the highest bid. A team’s roster shall consist of a maximum of 15 players. The minimum free agent bid is $1, all the way to whatever amount a team’s maximum remaining dollar budget is. A team that has no remaining FAAB dollars may enter $0 bids, and are given last priority on their player choices. All ties shall be broken by inverse order of the previous week’s year-to-date points scored.

Players waived during the previous week may not be acquired by any team and do not become free agents until the following week after they have been waived.

Bids may only be placed on players who are on an active 53 man roster.


VIII. PRIZE MONEY

The prize pool shall be distributed as such:

First Place 45%
Second Place 30%
Regular Season Total Points Leader 15%
B Playoff Winner 10%


IX. SCHEDULE

Each team shall play a total of thirty games, two per week, with the exception of weeks 2 and 13 when three games shall be played. The schedule will be determined by the committee prior to the start of the season and is not subject to change.

Draw for conference selection occurs at the auction.


X. PLAYOFFS

The regular season shall conclude at the end of Week 14. Four teams shall qualify for the A playoffs: The three division winners and the wild-card team with the best record who did not win their division. During Week 15 the overall best record shall play head-to-head versus the wild card entry, with the two other team facing off in like fashion. The two winning teams shall play each other in Week 16 for the Championship.

Additionally, there shall be a secondary, or B playoff system for teams with the 5th through 8th best regular season records. During Week 15, 5 plays 8 and 6 plays 7, with the respective winners facing off in Week 16 for the fourth place championship.

XI. POINTS

OFFENSIVE TOUCHDOWN POINTS

Passing Touchdown 4 points 50 Yard Bonus 3 points

YARDAGE POINTS:
Rushing - 10 yards 1 point, 100 Yard Bonus 5 points
Receiving - 10 yards 1 point, 100 Yard Bonus 5 points
Passing - 20 yards 1 point, 300 Yard Bonus 5 points
Kicking – Total points, 2 point bonus for 50+ yard FGM
Defense - Defensive Touchdown 6 points, Safety 5 points, Shutout 5 points, Sack 1 point, Interception 2 points


XII. FREE AGENT PICKUP

Deadline for FAAB moves shall be 11:59p Friday during NFL weeks 1-9. Beginning NFL Week 10, games are played on Thursday, and the deadline for FAAB moves shall be 11:59p Wednesday.

No transactions of any kind may be made after NFL Week 13; rosters are frozen for the A and B playoffs, as well as for teams failing to qualify for the postseason.

Playoff participants whose D/ST, K, or TE is on the injured reserve or listed as OUT shall be assigned a replacement for and during the playoffs. These players shall automatically be assigned by the commissioner based upon the guru projection for the coming week. Should more than one team require an assignment, order shall be determined by the inverse of regular season total points scored. Teams carrying a backup at one or more of these positions are ineligible to qualify for special dispensation under this provision.


XIII. LINEUP MOVES

All lineup moves must be made prior to the start of the game in which the player is playing. Commissioner.com typically freezes out moves about 5 minutes prior to kickoff.

In the event that a team's roster is illegal, the committee shall drop players from that team prior to the start of that week's games to ensure compliance with the rules. The player(s) to be dropped shall be determined by reversing the most recent transactions that caused the roster to become illegal. FAAB $ shall not be credited back to the team's budget.


XIV. COMMISSIONER

There shall be no official commissioner, as such, but league functions shall be administrated by a committee determined at the outset of each season. The committee will oversee league business, resolve disputes, and ensure fairness and equitability.

In the event that a franchise is abandoned during the season, the committee shall operate the team in such a manner as to ensure competitive balance. An active roster shall be maintained, and players added to the roster, IF needed, from the pool of eligible players not acquired via free agency. Wherever possible, Commissioner.com's fantasy guru projections shall be used to determine starting lineups.


XV. STATUTE OF LIMITATIONS

Once a game has been played the following week, no objections may be placed with the Commissioner regarding any league matter from the preceding week.


XVI. TRADES

No trades shall be permitted after the first game kicks off Week 11. All trades are subject to review by the league committee to ensure that the interests of fairness and competition are protected, and reserve the right to reject any deal not within the spirit of this rule.


XVII. ROSTER PROTECTION

No more than three players may be protected. Their salaries shall be in accordance with Rule VII, and deducted from the team’s $160 auction balance.
